The Board of Salton Community Services District will have Three (3) seats expiring in November 2009. Any candidate interested to run
should: between  the dates of July 13 -- August 7 obtain and file a Declaration of Candidacy with the Registrar of Voters.

Directors' seats expiring are :
James Barrett, Darryel Neal & Dr Jerry  Medders. 

MISSION STATEMENT
The District was created in 1955 to supply the residents and businesses of Salton City and Desert Shores Communities on the West Shores of the Salton Sea services for sanitation, fire protection, parks & recreation, sewage, other services as necessary. Then in 1957 the name was changed to Salton Community Services District. 

The District’s goal is to provide the highest quality facilities and services throughout the District’s area in the most efficient and economical way possible. Management and staff are committed to professional and courteous customer service.

 UNDERSTANDING THE S.C.S.D  COMPLEX SEWER SYSTEM

In 1955 the Desert Shores  Community Services District was Chartered by the state of Calif. For articles A thru H of Section 61600 of the State Government
In 1957 the Salton City area was annexed to that District and the name was changed to Salton Community Services District rather than going thru the process of forming a whole new District.

The Salton City area is subdivided into 19,387
these parcels the District set up two individual funds to provide water and sew Codes. parcels (83 tracts) and 6000 Acres undeveloped south of the Arroyo Salada  wash.

To provide services toer to each subdivided parcel. a W-2 fund for Water and a S-2 fund for Sewer facilities.
The water lines were installed to every subdivided parcel by the District. The well to supply the water was drilled in Riverside county in C V W D  domain so the District Board gave them the water system to prevent a law suit.
The tract developers paid into the S-2  fund about $250.00 per parcel for sewer line installation, pump stations & treatment .  Originally about 7,000 lots were provided with sewer and the rest were to have sewer installed as  needed as development had come to a basic standstill.
The S-2 fund at that time had about $2,500,000.00 in a Bank of America pass book (savings account) which paid about 3% and inflation was running 61/2 %.
As I became a Board Member in 1978 I made a motion  that the money in that fund be used to invest in $100,000.00 C Ds in banks and saving and loan corporations that were federally insured. We at times gained as much as 16% on some of them. And we started installing sewers again.
In 1982 I left the Board to return to my retirement and the Board once again quit installing sewers because they had placed an administrative fee on that fund to support the general fund (33%) and did not want to interfere with that income to the general fund.
This thinking cut the amount in the sewer construction fund way below what it will take to complete the original sewer obligation leaving the district 2200 parcels without sewers until a source of funding is found.

The sewer system capacity by the Water Quality Boards calculations is an average of 200 gallons per day per household with commercial / industrial averaging 30 percent more.
Based on those figures 18,387 parcels X 200 =3,677,400 gallons per day  minimum flow at build out of the already sub-divided parcels.
This is an ultimate obligation of this District and cannot be dismissed.

Next look at the 6,000 acres undeveloped in the district ( 13 sections ) each section is 460 acres. Each subdivided lot is approx. ¼ acre , therefore 4 x 460 =1840 new parcels times 13 sections =23920 new parcels minus 20% for roads and easements. Or 19136 parcels times 200 gallons per day (3,827,200 ) gallons of sewage that will be added  to what we are already obligated to handle, making the total District plant inflow 7,504,600 gallons per day.
The ultimate cost of this to the District at present is based on new plant construction averaging $10.00 per gallon or 10 x 7,504,600= $75,046,000.00.

This is a long way down the road ,But preparation should be forefront always.
